A high level of affection, yes. There are others that will do the same, but change depending on the environment around them. A Leafeon, for example, evolves when there is high friendship and an abundance of forest energy around them.

If you find the ribbons difficult to function with that way, try holding one of them in your hand. Sylveon are known for exhibiting calm energies to their trainer that way.

[ He blinks a couple times before moving a hand to remove the ribbons from his face, getting a small sound from his companion, before holding them lightly in his hand. It took a moment but soon his Sylveon was chirping and happily holding his hand with said ribbons.

Okay...that was way cuter than him randomly touching Ryuji's face a bunch. ]

[ There's a moment where ryuji roughly scrubs at the Sylveon's head, mussing up the fur there while the little white and pink...cat...thing just chirps happily and leans into the pets. ]

Just because he's pink and stuff doesn't mean he's any less awesome.
